Who We Are

Impact DataSource is a ten-year-old Austin, Texas economic consulting, research and analysis firm. The firm specializes in economic and fiscal impact analysis and cost-benefit analysis and has conducted over 1,000 analyses of firms, new subdivisions and other projects in Texas, New Mexico, Oklahoma, Kansas, Indiana, Georgia, California, Florida, and Ohio.

In addition, the firm has developed several economic and fiscal impact analysis computer programs for clients, including Texas and New Mexico cities, Texas utilities, the Greater Indianapolis Builders Association, the Indiana Builders Association, the League of Kansas Municipalities and the New Mexico Economic Development Department.

The firm also conducts feasibility studies, develops economic development strategic plans for communities and conducts other economic research and analysis.

Jerry Walker, Principal

The firm’s principal, Jerry Walker, is an economist and economic development consultant. He has had a twelve-year economic development consulting career. Prior to his economic development career, he was a supervisory auditor for the US Department of Education and the US Department of Health and Human Services performing financial and operational audits of state and local agencies and other organizations administering federal programs.

He has Bachelor of Science and Master of Business Administration degrees in accounting and economics from Nicholls State University, Thibodaux, Louisiana.

He is an Austin, Texas resident.

Impact DataSource partners with other consultants on some projects and contracts with researchers.


Some Recent Economic Impact Analysis Projects

While most Impact DataSource’s economic impact analyses are of single firms, the following are some larger recent projects.

An economic impact analysis computer model for the New Mexico Economic Development Department:

The program is used by the New Mexico Economic Development Department to assess the economic impact of projects or firms considering locating or expanding in the state, to estimate the related costs and benefits for the state and local taxing entities over a ten and thirty year period, and to calculate state and local incentives that may be offered to the firm.

A fiscal impact computer model for the Greater Indianapolis Builders Association and the Indiana Builders Association:

The model, developed for the Builders Association of Greater Indianapolis and the Indiana Builders Association, is used by their members to calculate the fiscal impact of new subdivisions on local taxing districts.

A fiscal impact analysis of new residential housing in Central Indiana:

Impact DataSource recently completed a fiscal impact analysis of five new subdivisions in the Indianapolis area for the Builders Association of Greater Indianapolis. The analysis included projecting costs and benefits from the new subdivisions on 25 local taxing districts. An economic impact analysis of a proposed development at the city marina in Corpus Christi:

In 2001, Impact DataSource conducted an economic impact analysis of El Puerto De Corpus Christi, a planned $66 million development, including hotels, restaurants, and entertainment facilities, at the city marina in Corpus Christi, Texas. The study was conducted for Corradino Real Estate and Development Company, L.L.C., the development company proposing to develop and manage activities at the site.

An economic impact analysis of School-to-Careers – a state-administered education and training program in Texas:

This yearlong research project, completed for the Texas Workforce Commission, included (1) determining the economic impact of the program on the state’s economy and regions of the state and (2) developing a strategic plan for public-private partnerships of business, economic development and education organizations around the state to assist in educating and training Texas’ workforce.

The project included research of best practices in Texas and other states, research of literature and studies, accumulating data, conducing interviews with selected officials around the state, conducting surveys, completing an economic impact analysis, making presentations to state officials and other groups, developing training materials, conducting workshops and the preparing three reports.

A Recent Feasibility Study

Impact DataSource conducted a feasibility, market and economic study of a proposed Santa Fe Airport Industrial Park, Santa Fe, New Mexico, in 2000.

The Airport Industrial Park is a planned 40-acre industrial park that will be developed by the City of Santa Fe over a fifteen-year period. This 2000 analysis was conducted for the City of Santa Fe’s Community Services Department. The study included conducting a feasibility, market and economic impact study of the proposed facility, along with calculating the costs to develop and construct the park and demand for industrial sites in the area. Further, related revenues for local taxing jurisdictions were calculated.


A Recent Economic Development Strategic Plan

In 2000, Impact DataSource developed an economic development strategic plan for the Jasper (Texas) Economic Development Corporation. The work included:

  • Conducting a community economic development assessment
  • Identifying area industry groups and regional and national industry trends
  • Identifying target industries and companies
  • Developing economic goals and strategies
  • Developing some economic development tools.

The report included several recommendations for the community to improve its ability to attract new firms to the community and to expand local businesses.
